the past year. caltran replaced 18 at a cost of $35,000 a piece. now, another trick cities are using to pull off, they are making the spools of copper worth more than $1000 so that makes it a felony to steal. basically their message to copper thieves is we aren't taking it anymore so beware. live from concord, ktvu channel 2 news. >> thank you. meanwhile silicon valley is the center of many of the nations high-tech ideas but a new study says certain people are being left out. that story coming up in about 12 minutes. valejo police are investigating the cities sixth homicide of the year. neighbors call police just before 5:30:00 p.m. yesterday after hearing shots fired from a home on hickborn street. when officers arrived they found an elderly man who had been shot inside the homes garage. police have not yet released the mans identity. no arrests have been made. this is valejo's second homicide since thursday and the

third this month. authorities are still trying to figure out what went wrong over the weekend when they say a teenager lost control of a race car killing two people. it happened saturday night at a racetrack in mariesville, north of sacramento. investigators say 17 year old chase johnson somehow went off the track and struck two spectators. one of them was chase's 14 year old cousin, marcus johnson. relatives say the cousins were very close. 68 year old dale wondergem of grass valley was also killed. alameda police are investigating a stabbing that left two people injured at a bar. it happened around closing time last night at skobiex's on central avenue will people were out celebrating st. patrick's day. police say the victims were involved in a fight between two groups. one victim was stabbed in the neck. the second was cut on the head. investigators are trying to determine what type of weapon was used. neighbors say this is not the first time there has been

trouble at skobie's. >> this violence is it just seems like it could easily be prevented. i don't know why they are serving people when they are clearly intoxicated to the point where they are having street fights in a residential area. >> so far, no arrests have been made. one of the victims underwent surgery and is now in stable condition. the other was treat and released. just about 90 minutes from now, former santa clara county supervisor is due in court and a plea to corruption charges. he is expected to plead guilty to felony charges of misusing public funds. prosecutors say the former supervisor spent $130,000 in y to fuel a gambling habit. under the deal, he is expected to pay a penalty of $50,000 and face up to one year in jail. the latest unemployment studies shows how many states are adding or losing jobs. california was one of the biggest losers in january.

according to the labor department, california's unemployment rate was 9.8% in january. it was one of 25 states where unemployment rates increased from december. they fell in eight states an were unchanged in 17 others. nationally employers added 119,000 jobs down from 219,000 in december. >> like so many americans, tom knows what it's like to climb the ladder of opportunity. he's the son of dominican immigrants. >> [applause] >> president obama today nominated tom perez to be the next labor secretary. he currently is the assistant attorney general heading the justice departments civil rights decision. if approved perez will take over the position from hilda who resigned in january. he has the backing of organized labor groups but could face opposition from republicans because he played a leading role in a decision to challenge voter id laws in texas and south carolina that could

restrict minority voting rights. several protesters and postal workers gathered in front of the national postal forum in san francisco today. many are upset about the postal service letting go of jobs and even closing post offices. ktvu's brian flores is outside one of the historic post offices slated to close with both sides of the controversy. good afternoon brian. >> reporter: good afternoon, tori. many postal workers say they are upset because their livelihoods are in danger, not only their jobs or pay may be reduced but historical post offices may close. meantime postal officials have attended the conference to generate new business despite paying millions of dollars to attend. >> but it must say important. >> speaking in front of hundreds of postal vendors, postmaster general patrick donahoe is looking toward technology to lead the postal service in the future. >> we think there is still plenty of growth opportunities because it's the most direct way to reach a customers eyes. >> for the next few days the

usps will take part in an annual conference called the national postal forum. it's a group of businesses and vendors associated with mail delivery or services and the convention is meant to generate new business. but considering that the postal services continue to be deep in the red financially, some disagree with the usps spending more than $2 million in airfare, hotels and meals to be at the conference. the postmaster general disagrees. >> i think it's a very responsible thing because if you take a look in this room, the people sitting in this room represent $22 billion of revenue. that's 1/3 of the revenue in the postal service. it's our responsibility to be here with our customers, listen to them, see what they need for the future, be able to work with them. >> we'll let him know we stand for workers. >> just outside, a group of protesters representing postal workers and community members say the postal service is being irresponsible. not only taking away jobs, reducing wages, delivery days and even possibly closing post offices. >> everybody in america is effected by what he's

proposing. he's proposing to reduce service to five days. once he's reduced it to five days our concern is he will try four, three, two and one. >> meantime postal officials will wait delays from congress to see if more changes are needed. >> the postmaster general tells ktvu there may be a couple pilot programs launched in the bay area to make the post office more techno lodge beingly advanced in the future. i also asked if there's anyway to save places like the berkeley post office or save six day delivery service. he tells me we'll have to wait and see. live in becomely, ktvu channel 2 news. >> thank you brian. police say a convicted graffiti tagger fell to his death over the weekend from a sacramento freeway bridge. he may have been spray painting. the body of 22 year old andre petcov of north highlands was found saturday by a street sweeper beneath the interstate 80 bridge near street. he was arrested and convicted in 2009 for vandalism in the sacramento and roseville areas.

according to police reports he was involved with a group accused of $80,000 in property damage in about 300 tagging cases. the supreme court is deciding whether a law aimed at preventing illegal immigrants from voting is valid. we'll share local perspectives. there are some changes on the way in our weather. rain is coming but the question is when and how much. also looking back at the start of one of americas most unpopular wars.

class is back in session at the university of central florida in orlando this noon time after police removed explosives from a dorm room. investigators found the home made explosives while responding to reports of a student with a gun shortly

after 1:00 this morning. the student was found dead in the room apparently from a self- inflicted gun shot wound. morning classes were cancelled but the university spokesman says classes have since resumed. vice president biden is among the world leaders gathering in rome for tomorrows official installation of pope francis at the vatican. biden is leading the u.s. delegation and will be joined by house minority leader nancy pelosi of san francisco and bay area congress woman anna eshew. they are expected to join more than 1 million people tomorrow for traveling from across the globe to be in rome for the ceremony. this week marks the tenth anniversary of the start of the iraq war, and a new report is shedding light on the wars cost, in human life and in dollars. the report from researchers at brown university says 190,000 people were killed in a conflict. that includes 4500 u.s. service

members and 134,000 iraqi civilians. researchers also calculated the total cost of the war at almost $2.2 trillion. >> iraq achieved a lot but we are increasingly concerned about the political crisis going on now and the stalemate and this has to be solved by discussion. >> a recent poll found that 53% of americans feel the invasion of iraq was a mistake. 42% said the war was not a mistake. at this hour the u.s. supreme court is deciding on whether a controversial arizona law is valid. some say it tries to keep immigrants from voting and national elections. ktvu looks at the issue and tells us why some say the law actually makes it harder for legal citizens to vote. >> reporter: voting is a light only granted to u.s. citizens but in arizona the attorney general wants to guarantee that

election fraud won't occur and that illegal immigrants won't try to vote in federal elections. >> we have a right to require additional information to satisfy ourselves that someone is a citizen. >> right now arizona requires proof of citizenship like a drivers license to register to vote in state elections. the supreme court will decide whether or not the state can demand proof of citizenship on federal voter registration forms. the supreme court heard arguments from both sides this morning. >> specifically whether congress has the ability to provide for a simple male voter registration form that can be used in any state. this is about the basic right to vote. >> here in california you don't have to show proof of u.s. citizenship to register to vote. all you have to do is sign your name on the line saying that you're a u.s. citizen under penalty of perjury. it's all done by the honor system. >> opponents say the law disen franchises voters. vanessa sand s's oval with services immigration network

says it's already a challenge to get people who are citizens to vote and sees arizona's law as a roadblock. >> there are many barriers already in the way and for the supreme court or for any state to put more barriers in the way of registered voters is not the way that we want to go. we want to encourage civic participation and encourage people to come out and vote. >> so far four other states have similar requirements and a dozen others are looking at imposing similar legislation. california is not one of them but immigration advocates will certainly be watching the outcome. in san jose, ktvu channel 2 news. a new report on diversity at silicon valley tech companies is raising some eye brows. not because of what it reveals but because of how difficult it was to get the data. according to the cnn investigation, 17 out of the 20 tech companies refuse to share their diversity data. the department of labor took over a year to process a request for information and then only handed over data five

companies which included the three that had already cooperated. it showed ethnic minorities and women are generally underrepresented, especially in management roles. people we spoke to in san jose this morning say they are not surprised. >> definitely that's a problem and i think some of it is the pool that we have to pull from and the support that we give women and minorities in order to kind of grow in the company so i think that's more of a systemic issue and not an issue for one company itself. >> only dell, and intel voluntarily handed over their diversity data. intel actually makes that information public on its website. in two weeks the police officers will fan out all over california as part of a distracted driving crackdown campaign. officers will be looking for drivers who are texting or are talking while holding their cell phones. new statewide numbers show more than 425,000 tickets were given out last year for people using their phones while driving.

in 2011, more than 3300 people were killed in crashes blamed on distracted driving. if you get a ticket it will cost you around $159. former secretary of state hillary clinton today announce her support for same sex marriage. in an online video released today clinton says gays and lesbians are "full and equal citizens and deserve the rights of citizenship." and she says that includes marriage. political analysts say clintons announcement will likely fuel further speculation she's planning a 2016 presidential run. bart commuters can now bring their bikes on board any time of the day but only for this week. experimental program to allow riders to bring their bikes on all bart trains got under way earlier this morning. bikes will still be banned from the front three cars of all trains from 7:00 a.m. to 9:00 a.m. and from 4:30:00 p.m. to 6:30:00 p.m. after the week long test, bart's board will decide if

this move will be permanent. it's a quiet one outside our doors this afternoon, relatively mild once again for today. a live look there across the bay and all those mid and high level clouds overhead. a little thicker than what we saw yesterday and i expect our temperatures will run just slightly cooler because of it. 56 in season francis could, 57 for oakland, upper 50s to near 60, santa rosa 61, san jose checking in about 60 degrees. these numbers a tad cooler than where we were 24 hours ago and i expect we'll end the day this way because take a look. those high clouds aren't going away. this is just the leading edge of a transformation taking place that will eventually lead us to some rain. the storms still way offshore about 600 miles. by tomorrow we will begin to see that rain. let me show you when. so for today we've got high and mid level clouds that continue to stream on through. it's tomorrow morning. we are still dry. the morning drive for tomorrow no problems here but by the

afternoon a few light showers beginning to pop-up around the area. this is 6:00 tomorrow afternoon, so if you do have an evening drive home, especially if you ride your bike, light showers already in the forecast. those showers will continue into the overnight hours. wednesday morning this is the cold front that will swing through looks like 9:00 over the north bay and by 11:00 moving through the central bay entering into the south bay by 1:00 or 2:00 and then by late afternoon beginning to dry out with just a few lingering showers. anywhere from a tenth to half inch of rain expected with this system, we sure could use a lot more but at this point it doesn't look like we're going to get a lot more. maybe the hills picking up more than this. we'll hope to squeeze out an inch for some spots. temperatures upper 50s to mid 60s. it's a warmer storm than what we had seen over the last couple rounds and snow levels will remain above 6,000 feet which means our local mountains aren't likely to see any snow. if you're going to the sierra be prepared along those passes you may have restrictions. 70 degrees for santa rosa under mild conditions, 64 in

berkeley, 62 for san francisco, and we will have the high clouds continuing to stream over for the afternoon, 67 san jose and 70 degrees morgan hills we start tomorrow morning the high clouds will remain with us so our temperatures out the door tomorrow morning not so bad but our afternoon highs will begin to slip with the wednesday being the coolest day along with the showers and as we get into the weekend we're bouncing back and temperatures will be back up into the 60s. >> just as we start spring. >> right. spring showers. >> thank you. hardwood flooring is being put in today to get hp pavilion ready for march madness. the arena in san jose is hosting the second and third rounds of the ncaa tournament thursday through saturday. cal will face unlv thursday at 4:30:00 p.m. cal is the 12th seed of the east region. unlv is the fifth seeded team and is five and one all-time versus cal.

stocks are down slightly on wall street after an early sell off caused by concern that a bail out plan for the mediterranean island nation of cypress would reignite the european debt crisis. the dow down 37, nasdac down seven, s & p down six. this is just in the. trustee overseeing casey anthony's bankruptcy case has filed a motion to sell the rights to her story so she can pay her debts. in a motion filed today in tampa, trustee steven meninger asked a judge for permission to sell the exclusive worldwide rights of anthony's life story. anthony is 26. she was acquitted of murder in the death of her two year old daughter caylee. anthony has never told her side of the story despite intense media scrutiny of the case. disneyland is changing its policy and will now require any child under 14 to be accompanied by an adult. both the magic kingdom and california adventure theme parks will implement the new

ex: thanks for joining us. i'm alex paen. you may not know this, but every day thousands of men women, and children are reported missing. working with various law enforcement agencies across the country and the national center for missing and exploited children, this program each week spotlights several of these missing cases hoping someone like you might have information that will lead to finding these individuals. but we can't do it alone, so, please, pay close attention to these faces and stories. patrick alford was last seen in brooklyn, new york on january 22, 2010. the 7-year-old had been helping his foster mother with household chores. he took

out the trash and never returned. three weeks earlier, patrick had been placed in foster care. he told his foster parents he was going to run away to staten island to rejoin his biological mother jennifer rodriguez. when patrick disappeared rodriguez was ordered to present him at a hearing in family court, but claimed she did not know his whereabouts. cited and briefly jailed for
